A non-conforming mortgage is a mortgage that does not meet the guidelines of government-sponsored enterprises (GSE), therefore, cannot be sold to the financial institutions such as Fannie Mae and Freddie Mac, because they have federal rules limit to buying them. GSE guidelines include a maximum loan amount, suitable properties, down payment requirements, and credit requirements, among other factors.
